When you want to purchase a firearm, you go there to do a search. If there are any available, you pick the FFL where you want to pick it up. You'll also see each individual charge those gun stores have, so you can pick the cheapest one.

You pay a certain amount on the website, then pay the balance when you pick it up a week or two down the road.
