This discussion is very interesting in terms of what ifs that revolve around a lot of currently unknowns. One thing I think is known however and that is a conference commissioner's vote will not be necessary or used as a tiebreaker. Conference bylaws already call for greater majorities to ensure avoiding just this situation. Moreover, no right-thinking leadership group is going to put that type of power in the hands of a person that is essentially their employee and really no wise employee would want the decision-making power that could essentially set him up against one half of his constituents, absent an iron clad golden parachute. I think your last sentence pretty much sums up the reality of such an impasse and there are already rules/bylaws surrounding termination/dissolution.
