I know a N&S maintenance guy


and he has an "I ain't doing it if it ain't my job" mentality. A lot of their union rules won't allow you to take a step beyond what is in your job description. He once had a 16 hour day to change one light bulb because the local crews weren't allowed to do it. The bulb had to originate from the Roanoke inventory of bulbs.
These guys were probably told to go to "x" mile and wait for something, so that's what they did.
