Several possibilities
1- He just announces, pretty much without consultation with the coaches. Then they tell him "no." This one is not one I would call very likely. In fact the only way I see BB, or most any QB doing it that way is if he already has a "bird in the hand" offer but only for a short period of time. Either that or he needs something medical done and he had already decided to forego the bowl to get on with it.
2- He consults with the coaches and is honest about his intentions. Heck he may have even told them he has that "bird in the hand" but will stay on and play the bowl game. The coaches say "no" so BB goes public. This one makes the most sense to me.
3- Something else. BB may have to have surgery or something medically so he consults with CBP and sees that the risk of playing one more game rather than doing whatever medically, is much greater than his potential reward of being our QB for next year.
A whole lot of variables in this, way to many to know whether this was a BB screwup, a coaches decision or something else.
