Saw a guy on a mobility scooter try to cross the ramp at I-95N to I-195


This is on the I-95 bridge to Richmond to the Downtown Expressway right near the Clock Tower. Couldn't believe I was seeing it but pretty sure he made it as my wife said nobody came into the ER that day from an auto collision on I-95.

How he got up there is anyone's guess...
