I had the exact same TurboTax / Relief credit issue.

I have not gone back to TurboTax for an explanation. I have "owed" taxes almost every year to the IRS . . . I'm oK with that. 2020 tax year was crazy and I got some 'untaxed benefits' that resulted in the IRS owing me a refund. I filed May 13th, it was the end of September before I received my refund (minus the covid relief credit) they denied me. I will continue to follow the advice my father gave me. "Alway file as aggressively as you can, the IRS will tell you if it's not allowed."
