Need to review 2nd hit on VT QB when he was already on ground, cheap hit!

That hit was with intent to hurt VT QB by ND player, and no penalty was called, refs also missed offensive holding/takedown of VT lineman chasing ND QB. Of course Fu says nothing, he is really useless.
