The SEC wouldn't vote for expansion with a 2-team limit.

The whole reason the SEC wants to expand the playoff is so that they can get more teams in. I don't think they would vote for expansion if the 2-team per conference limit were still included in the proposal. They might settle for a 4-team limit.
