It could probably go either way
However, it is worth noting that the SEC when it expanded to 12 members did the same thing. So I wouldn't exactly say the ACC re-invented the wheel here.
Personally, I am indifferent on whether basketball and any of the other non-football sports are divided into divisions or not because in most cases every team makes the ACC Tournament. If the ACC wants to do divisions in a sport, then I am even fine with division membership being different than what is used in football. For example, VT and UVA could be in opposite divisions in football, but the same division for basketball, baseball, and even soccer.
