A lawyer friend explained the GOR vulnerability to me. 1) There is almost


always some arguable wiggle room in the way it was originally written and 2) given our weaponized legal system, even if Texas owes money, they can lawyer up and cause the B12 to expend so many resources that the B12 would be wise to settle at a discount.

Very similar to what you said. I appreciate the insight.
