Big ten schools are basically locked in
All the teams rights are owned by the Big ten. If they want to leave to another conference, they have to notify the conference, I believe at least 3 years. Then, each schools rights are owned by the big ten 10 years after they leave. However, Big ten revenue almost matches the sec.
Further, Maryland received a huge loan by the big ten on top of that. For them that would have to be paid up as well.
No one in the big ten is going anywhere, and any program that has a huge revenue from branding would be leary of signing all that away to the big ten.
