I believe most agencies have moved away from stocking own fuel


Very few agencies that I'm aware of keep a motor pool or fuel supply for their fleet. They simply issue their employees gas cards and have them buy it retail. Big part of this are the environmental regulations and requirements for maintaining a fuel supply at a facility.

There are notable exceptions, such as VDOT and other agencies with large and/or unique motor pools and have the resources to maintain a fuel depot. I know VSP can fill up at any state agency if they need to. I'm sure there are other mutual aid agreements in place with other local and state agencies.
