Depends on the garage. There are certainly some that operate like that
When I moved to Roanoke years ago, I went fumbling around trying to find a new mechanic. I ended up going to (I think) a Monroe shop because it was convenient at first. It quickly dawned on me that I had three inspections in a row there that required $300-700 in repairs.
Finally found a local guy (who was awesome). The next seven years I had one burnt out taillight and a set of worn motor mounts on the exact same cars that always seemed to need a repair at Monroe.
