The kind of law that's on the books so the cops can use it if/when needed.


Drive by a bunch of kids playing kickball in the street on a not busy side street, and they all get out of the way when a car is coming....ignore it.

Come across a bunch of WVU students in Morgantown sledding in the street and refusing to clear the area when the plow is coming through, pull out that old ordinance and charge them with it.
