I'm not a ref, but....
My son wrestles in college (wrestled naia, now wrestling at liberty as a grad student).
I'm not sure of the exact rule, but you see the leg elevated for a long time quite a bit in college. Usually they try to drag them to the center to have room for the td, and generally take their time. I think they also use it to burn clock at times, for example to try to get the td late in the round, if it's getting close.
As to the double boots, the way you score from that is stalling on the bottom guy, which I don't like normally, even if the top guy is actually trying to turn his opponent. I've seen double boots with a wing, and the only thing the bottom guy could possibly try is to post on the other arm... which can very easily get you turned, yet the ref still calls the stall. Or, double boots and both arms being compromised, and they call the stall.
Generally if your head stays on the mat for very long, they're going to call stalling no matter what.
