He does not need to re establish if he never left the cylinder. You very well could be correct and the ref had a great angle....just pointing out "off the mat" or not touching the mat does not constitute stopping action. Some folks may not know the imaginary cylinder does not go away if you're not touching the mat. I have yet to see any angle that definitively shows all body parts outside the cylinder or inside for that matter. The TV angle is clearly inconclusive.
