Is it on a dimmer switch?


Most fluorescent bulbs are not dimmable. If there is a dimmer on this fixture, perhaps someone adjusted it below full voltage, which is preventing the bulbs from illuminating.

Otherwise, I'd check your wiring connections as Greenville suggested.
