The NRV Health Dept. should be a national model

Very well run. Lots of moving parts on the fed, state, and local levels - there are changes every day. Dr. Bissell has her finger on the pulse. Not what one would expect from a government agency, and certainly not the kind of operation you can run from the Executive Branch. I hope they leave her alone.
