What makes this CIA analyst knowledgeable about Covid?

"A CIA analyst said that if we had ramped up testing early on the US could've isolated the spreaders. "

I haven't seen ANYONE, whether doctors, scientists, public health officials, economists, think-tankers, academics, etc have any sort of predictive value about Covid. More, I haven't see ANY COUNTRY, whether by social distancing, early treatment, contact tracing, etc have any sort of long standing impact on Covid.

Why would we think someone from the CIA, the agency that pays more attention to politics than actual terrorist attacks, know anything about something as complex as Covid?

And do you really believe what you said? Or does it feel good to believe it?
