It is another thing to make a change to the bylaws permanent. Also, the P5s aren't the only DI-FBS with a vote in this matter. The G5s also have a vote too. Currently there are 130 schools competing in DI-FBS. 65 P5s and 65 G5s. If everyone votes chalk, then the motion won't be passed. Besides, I believe any motion where all the members have to vote on must be passed at the committee and possibly subcommittee level. I do know a committee rep serves for a specific term period, but unfortunately I don't know the current P5:G5 or power conference: mid-major ratio for the various committees.
