The reason is because of how the bylaws are currently written


17.10.4 End of Playing Season. [FBS/FCS] A member institution's last contest (game or scrimmage) with outside competition in football shall not be played after the second Saturday or the following Sunday in December, except for the following: (Revised: 1/11/89, 1/10/90, 1/10/91, 1/10/92, 1/16/93, 1/14/97 effective 8/1/97, 8/5/99, 4/27/06, 12/15/06, 11/1/07 effective 8/1/08, 10/28/10, 10/27/11 effective 4/1/12, 6/8/15)

(b) Postseason Games, NCAA and NAIA Championships, International Competition and Celebration Bowl

As you can see the Army-Navy Game, which is currently played on the second Saturday in December (December 12, 2020 is the next game), is not one of the exceptions. So the regular season technically ends on the Saturday of Conference Championship Weekend. As a result, only the games played up to that point in time count towards a team's bowl eligibility. The NCAA can't allow the Army-Navy Game count towards bowl eligibility because it would delay the bowl selections process which would be problematic for the bowl teams selected to play the early bowl games. FWIW the first bowl game, FBC Mortgage Cure Bowl, is scheduled to play on December 19, 2020. Do you think it is fair for participating teams or their fans to not find out they have been selected to play in that game until the bowl games are announced on December 13, 2020 (assuming the Army-Navy Game counted towards bowl eligibility)?

Let's assume that Army and Navy are football-only members of the AAC. If the Army-Navy Game is played on December 12, 2020 and the AAC Championship Game is played on December 5, 2020, then logically the results of the Army-Navy Game can count towards the conference standings, but not determine which 2 teams play in the AAC Championship Game because the Army-Navy Game will take place after the AAC Championship Game has already been played.
