I don't think that's how it works.
Anything lifted from the Earth's surface still has the same inertia as everything else on Earth, which means it will continue rotating in the same direction as the Earth. Even to hang in the air, the dust would require an outside force to counteract its inertia. From what I understand, the Saharan dust arrives here via strong winds that develop each summer due to convection caused by temperature differentials.
