One additional follow up: I met my group at the Little Island Parking...

...Lot next to Back Bay. I had to pay $3 to park there. Noticed when we biked into Back Bay that the "guard shack" wasn't manned, so there wasn't any cost to enter...duh! Should have parked at Back Bay!

I buy a yearly National Park pass to avoid these fees...if they ever man the shack again.
