VA was an early over reactor. Shut things down before there was much going on. NY and others because of density already had a problem when they shut down so they had a spike early but it's now over and slowing. The area under the curve will be the same... Early spike means getting over it faster, no spike, drag it out.

Even if infection is rising, so what. It is a result of testing for one thing, but more importantly as long as everyone who needs medical treatment can get it, no preventable deaths are at risk. This is about preventing the collapse of medical facilities, not stopping the virus.
