What would you do with the money if you didn't finish the basement?

-If it would go towards your 6-month emergency fund (to pay necessary expenses if you lost a paycheck), then you probably shouldn't do it.
-If you would invest it in the market (via 401k or other), it may end up costing you significantly more in the long run. Meaning once the economy recovers (whether it's next month or 3-5 years), the market will take off. So your $10k (2020 dollars) may end up costing $20k (2024 dollars). Then you shouldn't finish the basement.
-If you would spend it on hookers and blow, their prices are likely pretty low right now, so you can get more bang for your buck. Then you shouldn't finish the basement.
So if none of the above are true, you should go ahead to finish the basement :-)
