The issue is mostly local government officials and legal risk


There are hotspots at many food processing centers because of the way the work is done. From what I've seen the Unions are actually being very good partners in this. Most of the issues are being driven by local politicians who are blaming the plants for local infection rates and being hit by groups that are always beating on the plants for a variety of reasons.

The major manufacturers have been working with the CDC since the beginning and implementing all sorts of precautions well before the formal CDC guidelines came out with the DPA announcement. In addition OSHA and HHS have been heavily involved. The major manufacturers are also scanning temps for every person that enters the facility and have been testing at crazy high rates (thus the high infection rates). They are testing the whole shift, shifts with crossover and families of anyone who tests positive and have been since testing was available.

The DPA announcement gave them political cover from local pols and provides legal protection from the never ending lawsuits from organizations that are crying that workers are being victimized. Keep in mind, HHS named food processors and their supply chains as essential the second day this stuff started so they could stay open but were absorbing all the risk.
