His command, there are numerous ways he could have informed immediate concern to his CoC. Flash msg trafic being one.

An unclass msg with many cc's not in CoC is not the best choice - leak to non Navy is increased probability.

Now, SECNAVs public statement in response to this incident leaves me underwhelmed...havent seen anything public out of PACFLT or CNO, yet.
