As Beerman said, it's hard to prepare for something that happens once every hundred years.

The easy way is to build redundant capacity everywhere, but that's not very cost effective since it's spending money on things that may only happen once a century.

I do not speak as a physician--physicians are not trained to understand this sort of thing. When the patient is in front of them, yes, they know what to do. But they do not have training in things like systemic risk, multiplicative processes, etc. My ears perked up fairly early on this not because of medical training, but because I am a reader of Nassim Taleb who has written a series of books on Black Swan events.
