The potential abuse is the obvious reason they don't allow it in football

… if they were allowed to do partial scholarships and no other sport could pickup the other 1/2, or 3/4, then that would be ok. But, if another sport could fully fund or partially fund with football, that would be exploited for sure. "Let's get this guy on the track team or golf team and give him a 1/2 scholarship and football will take the other 1/2."
