New neighbor advice


So there is a younger couple with a child that moved in mext door a few weeks. I met them before they bought but haven't had a chance to talk to them since. So this morning big storms come through, with heavy rain and strong winds. Their trash ends up all over the street and in some yards. I come home tonight only to realize that the trash is actually diapers in bags and there are at least four of them up the street from their home, so I doubt that they even realize what happened. How should I handle this? It is certainly an uncomfortable discussion to have.
