If the choking is unintentional, it is a potentially dangerous.


I have seen it when either the offensive wrestler moves and accidentally chokes the defensive wrestler, then it's potentially dangerous. I have seen defensive wrestlers choke themselves as well.
However if it is done on purpose, it is a technical violation, illegal move and the other guy gets a point.
