I think a hand full of starts should be allowed, only in duals.
That is because with only 9.9 scholarships, most programs don't have a lot of depth. If someone is hurt for a dual, then usually the quality of wrestling suffers. Today is a good example, Brent appears dinged up. So we could be starting an exciting talented T-Fr, which will increase the hype of the match and give extra interest and excitement. Or we could start someone that doesn't draw as much excitement (trying to not knock our bench, as they work and train hard, while knowing their chances to compete are low at best).
I think it is better for the sport overall. Hopefully it comes around eventually, but the NCAA is too worried about taking care of the cash cow that Football is at the moment.
