...who would object the loudest?

Pre-1990: UNC, UVa, NCState, Duke, Clemson, GT, Wake
Post-1990: FSU, Miami, VT, BC, Syracuse, Pitt, Louisville

Only must protected crossover VT-UVa. And possible Clemson-FSU (although I think this is less of a rivalry and more of a match up of the ACC's two best programs).

Would new teams complain for not playing in Carolina enough?
Would old teams complain for not playing in Florida enough?
Are there specific schools that would complain?
For the record, I have long believed that FSU and Clemson should be in separate divisions.
