Makes sense to me if you think of it this way

in the most simple terms, imagine that 10 years ago, there were 100 people that watched an average NFL game.
20 of those 100 are diehard NFL fans that don't care - they'll watch any game
Maybe 10 of the other 80 people were turned off by concussions, abuse, spoiled athletes, perceived lack of patriotism, whatever. They vow not to watch (my father-in-law is an example)

so now you've got 90 viewers. Still 20 diehards. The ratings are down due to loss of casual fan, but the diehards don't care. 10 of those 20 always watch the draft. By making it easier to watch (spreading out, prime time, more info leading up to it, etc), the NFL is appealing to diehards 11 - 20, and they are tuning in to the draft in greater numbers.

Overall TV numbers down as NFL may lose casual viewer, but draft numbers are up.
