Can the recruiter tell him whether this is a widespread issue?

"the system is down" is not anywhere close to a valid reason for being 5-8 months late with a 10K bonus. I would think that the recruiter would have heard from others that he has recruited whether that's an isolated issue, or just it's affecting a lot of people. I also think call to congressman, or daily visits to recruiting office would get a better answer than "system is down". That's terrible.
