The article never stated... the man could have been a contractor...

I mean, who just has access to a boom lift to unload materials? He might have been trained in it's use, but with all the commotion of the event, with all the people around, he might have been distracted and forgot to be sure the space was all clear overhead. Certainly a very tragic accident.
