Child tax credit question


Why is 17 the cutoff age? What about that makes sense? 22 makes more sense. If not 22, then maybe 19 or 18, but 17? I have a 17 year old. He lives at home, goes to school, plays sports, doesn't work - so I pay for just about everything for him.
