Hogan had control when he grabbed the pass with one hand
pulled toward his body and rolled to the ground.
You also have to remember the refs on the field ruled it a catch. So the replay official was tasked with seeing if there was clear video evidence that would justify overruling the call.
While after the fact, one might find angles and still shots that would indicate no catch, for a replay office given 60 seconds to review the catch, and with many angles support the call, it's not outrageous for the replay refs to confirm the call.
