State of New York kicking Charter Spectrum out of New York

They are ordering Charter Spectrum to sell all of its New York property to another Cable Provider. They may go to litigation which will delay this, but I'm interested in what it will mean for the ACC Channel. Charter is former Time Warner Cable, and is the Cable provider for Syracuse area and much of the state. Doesn't affect New York City so much though.

The ACC Channel has already been picked up by Altice Optimum, which is the cable company for New York City. Could they buy out Charter Spectrum across the state?
