Look at proliferation of Deanships...

Constantly hounding the actual academic/research staff to death with surveys for this that and the other. Read an article several months ago where a Professor admitted to being promoted to a useless Deanship with no real authority or impact on academics. She was given an admin staff, graduate student and an assistant dean, all for make work because there was so much money avaliable.
