Can someone tell me why colleges do not recruit in Russia?


Please be nice (although if you want to chastise me, I will survive). I am not very knowledgeable about wrestling. I just see that Russia seems to have a lot of highly ranked wrestlers, and I see international recruits in a lot of the other Olympic sports.

Too expensive to recruit them?
Too expensive to get them here if they want to come?
Too expensive for them to come because there are only 9.9 scholarships?
They don't do folkstyle (seems like they could excel in folk with some training)?
They get better training and opportunities in Russia (who needs the US)?
Schools already tried it, and it was a waste of time?
Just not practical for many reasons?
