Sure, there are significant differences
but the notion of ascribing things inappropriately to the entire institution is similar.
Your post says "Penn State enabled." Does that really make sense? The institution did it? The thousands of employees who had zero to do with it? The tens of thousands of students?
"They got off extremely light." Who? Surely not the people who got fired, charged, convicted, etc. The institution got off light? I sort of get that idea, but what would good would more institutional punishment do once the bad actors are out of the picture?
