and missing the entire gist of the point. Using the context of the quote and 2 questions, that would be similar to Beamer telling the punt return unit that we really need to block this punt, but when a player came close and didn't block a punt then the 10 players "really weren't trying to block the punt."

The entire underlying point about this discussion is about risk and the various levels a coach is willing to accept when making a decision. If a coach believes his team needs a big play to spark the team, then he might give the green light to a returner return the ball out of the end zone and let the chips fall where they may. If he is willing to accept less risk, then he may only give the green light for 2-3 yards in the end zone and anything beyond that down the ball in the end zone. The same still holds true even with the new rule. A coach could tell his players to fair catch any ball inside the 25 yd line instead of making any attempt to try to advance it beyond the 25 yd line. Likewise, a coach could tell the players to fair catch anything inside the 15 yd line and give the green light for anything between the 16-25 yd line.
