If he is willing to accept less risk, then he may only give the green light for 2-3 yards in the end zone and anything beyond that down the ball in the end zone. The same still holds true even with the new rule. A coach could tell his players to fair catch any ball inside the 25 yd line instead of making any attempt to try to advance it beyond the 25 yd line.
