I think every kid is different and parents should take that into account...

...I watched a lot of R rated horror movies (way worse than a PG-13esque Stranger Things) when I was around that age...but I knew they weren't real and my parents knew I could handle them (and I didn't grow up to be a murderous psychopath). I think the key is talking to and knowing your kid. I'd probably let my 10 (almost 11) year old watch it if she was interested.
