Without pulling out the code books to confirm, my gut feeling is it would be hard to lobby the building official for adding a bleacherful of additional occupants to the court area when the only code compliant means of egress is a single exit (the tunnel) at the opposite end of the court. For comparison, JPJ at loluva (and most any other modern arena) has exits at all four corners of the court floor.
