Bud's approval? I don't think so. Make no mistake who will really be calling the shots defensively at game time. CJF probably wants to establish Galen's reputation as a good dc (for recruiting purposes) for the day when Bud eventually retires. In point of fact many of Bud's most successful recruits over the last couple of years were also recruited by GS, so this is a bit of a reward for a recruiting job well done. My only concern is that Galen became the DC in CJF's last year at Memphis and the defense dropped off quite a bit that year- not necessarily Galen's fault. We don't know who he lost from the year before. Presumably Galen has been soaking up Bud's knowledge over the last two years and will continue to do so.
