He means that everyone but the first seed plays in round 1, so 8 left
it's like a balanced 16 team bracket but you assume 1 beats 16, putting the 1st seed into the second round to face the winner of 8 vs 9, but Ichoro is suggesting putting 14 & 15 on that line and moving 5 and 9 elsewhere which probably makes sense.
Whether or not it makes sense to let 14 play in the second round, albeit against #1, instead of 8 is the question. However, 8 gets a slightly easier path into the third round facing 2 instead of 1.
