I'd guess that unless the activity you are designating money to is at


risk of getting cut, or your donation is higher than their budget, your donation with a designation on it is no different than the general donation.

I'd be willing to bet that when they allocate the budgets, they figure out what every activity needs, subtract those designated donations, and then allocate the "general" money.
