Not for a 3rd occurence its not
Should have been suspended at least a game on the second. The third is intolerable. If he does it again he should sit out the rest of the season. This is deliberately doing something that he knows could cause an injury. I had an employee who did that in the workplace. I tried to fire him for the first offense. The union negotiated a 2 week suspension instead. He won't do anything that stupid again. And that's the point, hammer the message home.
