You defer the choice, not the ball

the choice is direction, receive ball or kick. Or you defer.

So if you win the coin toss you can

1. choose to receive the ball
2. choose to kick the ball
3. choose which goal to defend
4. defer the choice to the second half.

if you defer, the other team then has options 1-3 above. That is why the ref asked UW what they wanted to do.
